Personality: Snow is, at his very core, someone who needs to be in control. He's someone who is, 99% of the time, perfectly capable of keeping control. Unless there's a spark that can't be put out, that's beside the point. As President of Panem, he's a ruthless dictator and keeps control via whatever means necessary. When I say that, I do mean literally any. means. necessary. In canon, he wasn't against bombing a hospital full of already injured, sick and dying people just to try and put a dent in the rebellion. He doesn't even save it specifically for those in the lesser districts, either, murdering Seneca Crane, head game maker for the hunger games, for allowing Katniss and Peeta both to live.
He didn't get as far as he did without copious amounts of cunning and manipulation, either. He's like a snake in the grass, hiding and waiting to strike. He knows just how to threaten people to get them to do what he wants them to. This usually involves using their families against them, either by threatening them with murder and torture, if not just outright having them killed so as to force someone into complete service; such as how it was revealed that he would often sell winners of the games into prostitution, killing their families if they refused.
President Snow is also a very paranoid man, seeing nearly everyone as a potential foe, including the ones meant to be his allies. In canon, he went as far as to poison his allies because he was afraid they would turn into his enemies later on. Of course, he was very smart about it and drank the poison himself so that no one would be suspicious. However, the antidote he took did nothing about the sores in his mouth that developed, so he has many open and bloody sores in his mouth. It can probably be assumed that this is one of the reasons he can be such a douche, but that's just complete speculation. He wears a genetically engineered rose to mask the scent of blood on his mouth.
If there's one thing that Snow hates more than anything, it's being made a fool of. He will go to great lengths to get revenge, most notably with how he killed Haymitch's entire family for exploiting a forcefield in his Games. He also threatened to kill Katniss and her family if she didn't keep up the star-crossed lovers lie, though in the end he still made it so that she was sent back into the Games to try and kill her. He hates it because it threatens the control he has. It threatens his position, and if he isn't in control of everything, he won't rest until he's back in control. When his control was truly threatened in the last book, such as when the rebels were hacking into his television stations and outright attacking, he upped his antics even further. He used horrific torture on Peeta to turn him against Katniss, as well as bombing several places, and even before this he completely bombed District 12 because of Katniss.
Despite all of these qualities, most people wouldn't know that President Snow is such an evil man. He's very charismatic and can be quite nice to people, paying them compliments and flattering them, such as when he acted friendly towards Katniss' mother. It's of course all mostly an act to hide the fact that he really is despicable, though it's also possible that he, on some level, is actually nice on occasion- otherwise he wouldn't have any family to speak of, unless of course he took that by force too. Snow also a very perceptive person, knowing and seeing things that a lot of people might not, such as that Katniss wasn't as in love with Peeta as she claimed.
All in all, he's just your typical crotchety old man with a lust for power and killing teenagers.
Abilities/Weaknesses: Snow has no special abilities or powers that will set him out from the myriad of different people he will be forced to associate with in this setting. He is nothing more than an old man who happened to hold a title and command the various, much stronger, districts and citizens in the Capitol.
He isn't completely inept though. As described in his personality section, he is charismatic and manipulative. He can be good at gaining people's trust in order to

Snow was out of his element. He was used to being in charge of everything, of having a whole capitol city and twelve districts at his beck and call. Being brought here, to this land that no one would tell him the name of? It was jarring, to say the very least. It also left him feeling angry- the 'Mistress' as she was called had no right to bring him here! The very frustrating part was that he had no way of doing anything about it. As much as he did not want to admit it, Snow was powerless here.
Or at least, that's how it seemed to him. Sitting on his bed in the dirtiest, grossest room the castle had to offer- because he refused to have anything to do with the door knobs of the fancier rooms, no matter how much he yearned for more comfortable accommodations- he plotted. Perhaps if he could get on the Mistress's good side, she would grant him more power- or better yet, send him home entirely. If there was one thing Snow was good at, it was manipulating and getting on people's good side when he had to. She wasn't someone he particularly wanted to get to know, but if it was for his own good, he would have to deal with it.
So it was with that in mind that he finally signed the contract presented to him upon arrival, figuring it could be used to his advantage.
